gpu stuck in pcie slot

My 3080 is mounted in the PCIe Slot directly - Idle shows x16

slot conforming to older PCIe version, then it's speed will DRASTICALLY decrease

gpu with nvme slot All 4 of the NVMe slots are currently occupied, but the second PCIe 5 x16 slot is unoccupied It's to my understanding only the two slots

gpu expansion slot graphics card info tab in bios, it shows nothing is connected to the pcie slot, luckily the previous versions detects the gpu just fine
